Generator clicks once instead of starting

Alright. So the terminal on the cable to the starter was frayed, so I replaced that. Still getting the single click but now the starter is also making a quiet ch-ch-ch-ch noise.
Only getting 7 volts to the starter. I traced the wire back to the solenoid inside the control panel box. There was a little corrosion on the solenoid terminals.
I cleaned those up but rather than put everything back together to see if it works, I figure I may as well just replace the solenoid while I have access everything disconnected.
