You could try mounting in on the truck between the cab & the king pin in some form of a "doghouse". I'm quite sure with your skills, you can create some kind of lockable box that will keep it from getting stolen, yet with providing enough ventilation to keep it cool. I think that mounting it above the propane tank would be a pain in the a** to fill up.
