We had that problem. DH worked on the carbureator, replaced the fuel pump. Kept happening. Our culprit ended up being a pain -- back on top of the fuel tank, there was a piece of flexible hose between the fuel tank and the fuel line to the gen. That was rotted and had a hole in it.
Bottom line, about a piece of $3 or $4 hose and $300+ for labor. They had to drop the fuel tank to replace the piece of hose.
Could be a number of things. All you can do is keep eliminating possible problems.
