If the lights do not "flicker" when only on battery or only when on shore power, the issue would have to be in either the generator and it's circuits, the transfer switch and it's circuits, in the ballast of the florescent fixture, or in the converter.
Have you tried the lights without the florescent fixture operating?
This is pretty unusual problem as the converter is typically able to filter out any AC or DC ripple.
