I had this same problem on my old Kolar genset, lights would flicker in my refer but burn steady once I turned the MW or AC on. As Bud said check the frequency, on my genset there were two boards one was the main control board the other was the governor board that has a pot on it to adjust the frequency. Used a HZ meter plugged into a 120v outlet to set it to 60 HZ.
