This post suggests you have shore power ("I located the live wire with a multimeter...")
If you have AC power and GFI is wired correctly and it won't reset then something down stream on that circuit is tripping that GFI
As suggested.....unplug anything plugged into any outlet and then try to reset GFI
If it still trips then recheck how it was wired and then you will need to check each outlet downstream for loose wires/bad contacts/being wet etc.
