Going To Use 18 watt LED Spotlights To Illuminate Shoulder

I have had it up to my rear-end with the US DOT and how blinding new cars are with their blue high intensity discharge headlights. Either the cars are leaving the factory with misaligned headlights...

The new lights bother me as well. People also do not turn off their high beams, even after multiple flashes at them. Its a problem for sure.
