Go back and reset the Megawatt to 14.7 volts.

How many amps is the battery drawing? The amperage at set voltage is what tells you if the battery is charged or not.
If your Megawatt is to remain at a battery finish voltage of 14.70 the potentiometer need not be touched again. The digital ammeter that needs no shunt as recommended by Mr. Wizard is wonderful as an independent amperage (dedicated) instrument.
NERD AREA
Finish resting voltage is a danged poor indication of whether material embedded in plates has been converted into solution. it takes a microscopic area of reverted plate to allow a convoluted path of electrons to flow from negative to positive.

"No. Look at this clean spot, and the one on the window over there, and..."
Amperage decreased to a specified value using a specific voltage applied INSURES plate material MUST go back into solution. Like TIME and TEMPERATURE baking a cake. One is useless without the other.
