That's not necessarily true at all. Co-Pilot for instance is memory resident, it will work with the phone (or iPad) in airplane mode even.

Smart phone doesn't work in finding my favorite fishing spots in the Gulf. Doesn't always work real great for geocaching either.
Can you see a smart phone used in the governments proposed collision avoidance system for aircraft.
I want the government to bring back Loran C; that worked the best off shore.
Again, no signal is required if the GPS database, including your favourite fishing spot, is in the phones memory.
As for aircraft, I use my iPad as my primary navigation and flight planning tool and have for quite a while now.
