I have never seen what you described, but if left in the tank the ethanol will evaporate and leave a water residue. BTW I have used this for years even when I had a small engine shop the easiest way to clean a carb. is to put it in a bucket or something similar, cover with water and add a couple of efferdent tabs, it will boil out the carb. great, than blow dry with air.
