Ground Wire??

When my TT was new, there was a braided (aircraft type) wire welded to the frame and on the other end was attached to one of the screws on either the black or grey water dump valve... today I noticed due to corrosion it has broken off... Is this some sort of ground / bonding wire and should I replace it?

    Times two- and it sounds like it worked just as planned, it having decayed rather than the component it was installed to protect. Time to replace it.
