That is not wired correctly. Whoever installed it is using the breaker panel as a sub-panel off the inverter.
The 30 amp shore power is suppose to go to a breaker panel then a branch circuit to the inverter. Your inverter 120 volt input is being protected by the shore power feeder breaker. Not good!
