You need to be a bit more careful on typing.. First, Stair Chair is not something I am sure of.. but motorized chairs/scooters I do know.
And you do not measure voltage with an ohm meter, but a Volt meter (Multi meters can do both, but not at the same time).
On the scooter my wife used to use there was a "Wig-Wag" lever that if Wigged, moved you forward, teh harder you pressed the faster, And if Wagged, backwards (same thing)
Over time this thing lost center
During POST (power on self test) the unit checked to make sure this control was centered. I had to re-center it a few times.. not a task I care to describe over the net.
What is between the batteries and the chair, Nothing, but between the batteries and the chairs motor is a power controller or motor controller (your choice either term fits) and yes, Once I had to replace it.
