You measured 0 volts at the breaker panel? Is this measuring the 120 volt AC?
That would indicate no feed from power pedestal or source. Have you tried resetting breakers both in pedestal and the rig?
Start by turning off all breakers in rig applying light pressure toward off. Turn off pedestal breaker in same manner. Turn shore power pedestal breaker back on. Turn on main breaker in rig, then branch breakers one at a time.
If you are measuring no DC voltage, then check 120 volt power to converter, then converter DC output at the converter. Your converter DC panel has reverse polarity fuses. Make sure they are good.
