I use just one 235W module. Price was around $.70/W. I did have to pay more for the MPPT controller than a PWM type but the controller has a lot of functionality and works well. There are some situations where the 12v nominal module/s and a less expensive PMW controller are a better fit.
As far as the risk assessment, a 4 amp, 12v module wire, shorted, is not that much less power than an 8 amp, 24 V wire. The 12V wire will just burn slower. This why the correct wire, installed securely, and circuit protection is a good thing.
