Honda 2000 generator Fast Idle mode for Eco-ON extra Power

My Honda 2000 generator started up cold then Eco Switched On will start my Whynter 11kBTU portable AC after the AC's 3 minuted compressor start delay. When the AC cycles off, then tries to cycle back...

I have a 3000 but get the same sort of thing--some jobs you need to leave the eco off and have it running full before adding a big load.

Anyway, I don't get it. Eco is to lower the revs to save fuel. Howinheck can you have high revs (fast idle) AND eco?
