Honda 2000 generator Fast Idle mode for Eco-ON extra Power

My Honda 2000 generator started up cold then Eco Switched On will start my Whynter 11kBTU portable AC after the AC's 3 minuted compressor start delay. When the AC cycles off, then tries to cycle back...

more likely the cold engine is running with a PARTIAL choke situation
making for a richer running engine with more fuel and slightly higher speed
NOT a high idle you can somehow permanently engage
