I have the original EU3000is and a friend has the Handi. We had our RV's side by side and both ac units were being run. I really had difficulty detecting a difference. The both run at about the same lower pitch than the 1000 and 2000 series, which, to me, makes them more pleasant to be around.
I've heard the 140 lb. EU3000iS and 80 lb. EU3000iH (Handi) running next to each other (at a Honda dealership), each under zero load. The sound level of the Handi clearly dominated the EU3000iS. We had to place our ear next to the EU3000iS to even tell it was running. According to Honda's own specs, there is a 7-8 db sound level difference between these two generators under similar load conditions--pretty significant.
