If you don't mind I will jump in for my 2 Cents. :)
Voltage and Amperage are two different things and almost all VOM can only read Voltage and Ohms. To read Amps AC or DC requires a Clamp on type of meter that will clamp around a wire you want to test for Amperage (Load).
I was not to sure from the post if this was how you were testing your Amp Load.
There is a lot of good advise on hear and I am sure you will get to the bottom of your issue.
