I can't speak to the particular bulb you are replacing, but my overall experience has been that a factor of 5 reduction in current draw provides roughly equivalent lighting. You can now buy a number of screw-in LEDs for home use and the 60 watt equivalents typically draw ~9 watts. In our RV we are currently using ~6 watts of LED to replace 16 watts of fluorescent in one fixture, in addition to the incandescent replacements.
I think it is very difficult to make brightness judgments by eye without any type of measuring device. Your eye has an enormous "dynamic range" and it is difficult to make direct comparisons.
