The wires on the top of the jacks goes to a magnetic switch, the jacks get down about 1/2 inch and they go on. More then likely the solenoids are not staying open so the springs can lift the jacks completely. Try opening the small nut between the wires on the solenoid with a 1/4 inch socket. do not turn it more then about 3 full turns though. That should let the springs return the jack fully, and turn off light. The solenoids are easy to change but expensive to buy, about $180 each from HWH. If the jacks don't go up with just the springs you can try prying them up with a two by four while you have the valve open. Besure to close valve when they are retracted to keep them up. Good luck
