The pump is likely loud because it looks to be connected with fairly rigid tubing.
That vertical pipe to no-where is most likely for winterizing - pumping in antifreeze.
The shut off valve (silver) is likely intended to work with the winterizing feature.
Nothing here looks terrible. Just some clean up work really.
