Probably because the ice cream needs it to be colder in order to be hard (i.e. at -1C ice cubes are going to be hard. at -1C ice cream will not be hard).
Unfortunately, in general absorbtion fridges in RV do not cool nearly as well as compression fridges (like in homes). The freezer in our Dometic (which works fine) probably doesn't go any lower than 5F and is usually around 10F - that's cold enough to freeze but it's not cold enough for some items (e.g. ice cream). I believe the proper temperature for a freezer is 0 to -10F.
