Where I came from, wiring add-ons had to have a city code inspector come and approve plans give forth a permit and review the installation.
Follow local NEC rules and codes EXACTLY when doing the job. The rules exist for your protection. If you ever have a fire and an unapproved circuit is "discovered" say adios to your insurance coverage.
