Your example highlights what I was trying to get at. Doing what you suggested in the above does not ground that ckt to the frame and is functionally similar to my dual 30A service where my second service is not grounded to the frame only the main OEM service is grounded to the frame. My second service is like your 20A example but I run it thru two CBs and have two duplex outlets wired directly to those two CBs. Thus it is in reality an elaborate permanently installed "extension cord" just like your 20A example is and the point is that 20A extra ckt is not grounded directly to the frame either.
