The light shows what mode the converter thinks it should be in and so, if it's currently not hooked up to AC power, what mode it will start up in when power is applied.
Steady = high voltage ("boost" I think they call it), 14.4 V setpoint.
Blink = 13.6V if I remember properly ("Absorption"?)
Flash every few seconds = 13.2V float
It's not quite a straight voltmeter from the battery; it has some timing and other logic also taken into account.
