Looks like my troubleshooting was correct. This is straight from the source at Intellitec.
"Based on what you are saying, you almost certainly have an isolator relay that has failed. These relays can definitely fail on the contact side, resulting in them clicking, but not closing. You will need Intellitec part number 77-90000-110 100A isolator relay. The relay is located behind the circuit board, in the back of the battery control center box."
They responded this morning really quick and Chris was even nice enough to give me his phone number if I run into any issues or if I had any other questions. I love good companies like that.
