something is confusing here, do you mean no power on the outlets
or do you mean the inverter does not come on
the inverter uses battery DC power, turning off a panel breaker should not turn off the inverter
are you shutting off the main breaker ?
or
are your outlets on the same breaker with the converter
then you need to get somebody to change the wiring, so you either unplug the converter or flip a switch
