it does NOT need any stiffing on the outside/top
if you want to put some one/by strips for a mounting frame on the inside, thats ok
i think butyl and dicor will be find, if your worried, use the a/c gasket

you say its smaller, that would be odd, 14" hole is standard
you need to measure inside with a tape measure
your new vent is NOT going to fit a 12" hole
