I agree. If the batteries are not connected and if you are on shore power, the converter output should be 13.2 or so volts. The wiring diaagram should be on the panel door.
Hookup the batteries, disconect the converter (open circuit breaker), and check the voltage of the batteries.
Converters are easy to replace by yourself.
