Baja winds can be heavy in winter, but there is less wind on a camp, usually. On camps I saw portable panels bolted to free-standing stands made of 2x4.
Without climbing the roof, the easiest way could be to lean it against the tongue and tie with bungees. It won't be perfect tilt and aiming, but it will be better than flat. Sounds like he wants it quick and dirty, without permanent roof mounts or enough energy to eliminate the generator, so why not...
