Helium in the bottles that you can get is NOT cryogenic, meaning it's at room temp. Cryogenic Helium is very difficult to produce and store since it has to be cooled to extremely low temps, -458 deg F, So it is used for special purposes only like the MRI scanner you may have used.
The stuff in the cylinders is just highly compressed to 3000 psi if memory serves. Maybe not the dollar store stuff, I know nothing of it. But the industrial steel bottles. We used it in the lab.
