Political pressure from the last administration certainly brought that about, along with the military spending 2 or 3 times more on 'biofuels' than they would have normally. Yes money was involved, politicians using crony capitalism to throw money at their political supporters.
Political pressure caused a rise in sea level? Do you suppose the hot air generated by Washington pols is rising and pulling the ocean up with it. That's why they want to "drain the swamp" - to lower the ocean levels. I finally get it.
Actually at Norfolk the Navy decided to raise the level of their piers back in the 90's. The work was halted in 2008 due to budget cutbacks brought on by the recession.
