leak at outlet of black tank

Here is what I found out. There is a rubber boot at the outlet end of the black tank that connects the stub from the tank to the 1st downstream piece of pipe leading to the dump valve. This boot is designed to have both the stub and the pipe inserted into the boot about 1 inch. Only one side was connected properly. The end of the downstream pipe was only inserted into the boot only 1/8th of an inch. This was evident by the crud that was on the inside of the boot. Looks like this probably was like this from the factory, because this whole downstream pipe connection to the dump valve is quite rigid and there is no play in it.
