The Honda Eu has a fuel pump, it's not gravity fed it's fuel. So you need to pull the cord 15 to 20 times for the fuel pump diaphragm to give pulses to pump gasoline into the carb float bowl.
As an exercise, try it, and find out how many pulls it takes to prime the carb before the motor fires up after draining the float bowl. In a boat motor, you squeeze the in line bulb on the fuel line with one way valves to prime the carb float bowl with gasoline.
