I’m not sure I understand the question. An EV uses relatively little of its stored energy for AC operation. I know once our leaf was cooled down inside the gauge indicated about 500 watts to maintain it nice and cool inside. The traction motor draws a heck of a lot more.
If I was stuck in a traffic jam in the heat I would rather be in an EV. I know our Tesla will run for days with just the AC on.
The biggest amount of weight in a car battery is the Aluminum packaging etc. There is very little cobalt and less every year. One of the biggest industrial uses of cobalt is in oil refineries and used in the removal of sulphur.
