The Victron smart shunt WILL determine SOC accurately as it is not based on voltage, it is based on counting the current in and out of the battery.
But to be clear it does not completely replace the functionality of a bluetooth enabled BMS. While it will give you SOC, it does not give you individual cell voltages (to check balance), internal temperatures or the ability to adjust any of the BMS settings.
