It says to turn on gas *and* electric supply to the water heater. Does that mean the on-off switch that is on the outside of the water heater itself? So when you turn to the off position if it doesn't ignite does that mean the switch on the outside of the water heater or the switch that says "gas" inside. The inside switch is the only one that will start the "t-t-t-t" over again. These aren't well-written instructions.
