What's wrong with that? Every certified welder I have ever known had to be tested for certain procedures and metals. They were tested by private labs that were in the business for that reason. Those labs took testing and certification seriously. Certifying welders that were not proficient in their field could drive them out of business quickly as well as endangering co-workers.
Certification is a good first step and perhaps it will come to pass on trailers. It is also important that not only the weld be made properly but not placing enough weld can be a problem.
