I had a mobile RV tech install my Stay-A-While Deluxe. The ball valve is his requirement. He says that without a shut-off the hose will slowly weep propane if left permanently connected. For me it makes it easy to disconnect the external tank for refilling.
(yes, the particular type of galvanize elbow used in this application is allowed by code.)


I securely tie-wrap the hose through a hole in the frame of the onboard tank when while traveling/not in use.
