Yes it WILL.....in most "normal" cases.
A conventional flooded cell battery will gas if the charging voltage is just a tiny bit high and/or during periods of fast charging. Over a long period of time, that adds up to water shortage. A really good controller can help but it can't defeat the basic chemical reactions.
An AGM will not gas at all under "normal" conditions; they are in fact sealed and can't lose gasses until the internal pressure approaches the explosion point.....which should only happen with a nasty internal short or a massive overcharge.
