That looks to be a Mr. Heater brand auto valve, and it will switch its input from empty tank to full tank automatically if it is working properly.
Assuming you start with both tanks full and both valves open, the regulator will draw from the tank to which the valve handle points until that tank is empty. Then it will switch to the remaining tank and the indicator will change from green to red indicating that the first tank is empty. At that time you switch the valve handle toward the full tank, and fill the empty one.
