Perhaps a "rephrase" is in order:
If CG voltage is low, many appliances, including A/C's will draw more AMPS. This can cause the appliance(s) to draw more amps than the breaker was designed to handle and it will trip.
If you try to draw more than the capacity of the CG breaker (assume 30 amps) it will be the CG breaker that trips. Again, low voltage can cause your appliances to demand additional amps.
