Fan operation depends on the A/C type and within type it depends on settings.
We have a "non-ducted" unit, and it has the same two control knobs as the classic window unit. There's a "Mode" knob that for Off then Low Fan, High Fan, Low Cool, High Cool. That and a Thermostat knob. Fan runs full time at Low or High speed and the Compressor cycles according to thermostat setting.
The "ducted" units are more like residential. Fan can have On, Auto, Low, High. In Auto, Fan cycles with Compressor.
In every case, Compressor will cycle unless it's simply too hot to satisfy the Thermostat.
