Congrats on your new baby!
Here are some thoughts for comparison:
--My fan is quiet but stays on all the time. And I've never heard of a fan that blows inward. If I was intent on forcing airflow inward I would think of a tiny low-flow compressor and some flexible tubing directed at the hot spot, and keep the stock fan pulling outward.
--My voltage range is wider than specs also, down to about 12.6.
--I have the delay on power up also, but no click (that I noticed). I 'm guessing it's doing a self-test.
--Re/the little plastic cover, when I had "permanently" attached my AC power lines I gobbied in a bunch of liquid electrical tape, and then pressed the little plastic thing on so it sticks there. Not sure what I'll do if I ever want to add or modify a DC output line.
