I do appreciate the wiring skills, I'm a hound for anything to do with PCB's and the techniques used with them.
What I would try to keep the loud fan from running is direct another fan into the case. That could be through the existing fan or another opening. If you find that a quieter fan at constant speed keeps the original fan from starting, there's your replacement.
