Have you checked the screwy's SG lately? I would think with all the higher sustained voltage, it is nearing it's maximum.
Since the fan is pulling down the temps fairly fast as the current falls below 25 amps, the Meanwell is within operating range with temps, and there have been no thermal or overload shutdowns, you would probably have to enlist some heroic heatsinking and fan modification to get the Meanwell to perform any better with the charging schedule you're using. This is just a well designed power supply and is operating as well as one could expect, IMO. The clinker is the high noise fan and with some slight modification to the case and a fan replacement, you should have it operating to your needs.
Maybe I missed it but what brand and model is the original fan? You would be too lucky to have the actual CFM printed on the label, I'm thinking. Also, where is the temperature sensor located?
