Seen exactly that failure mode more than a dozen times with the "Made in America" PD units. PD has included at no extra cost "Made in China" Capacitors in all the converters I have seen of theirs. Cheap junk parts cause all sorts of nasty things to happen.
Sounds like you have things under control regarding soldering capabilites. Suggest you go to DigiKey and get Panasonic made in Japan replacement caps for the Converter.
Can you see visual failure of the cap?
