**UPDATE**
Yes, I got into the case after finally breaking down and drilling out the 4 rivets on the far side from the heat sink. I have no clue why the top of part of the case was held on by screws, but the side part by rivets. Anyway, the 2 filter caps had completely severed their legs. Looks like metal fatigue to me. Maybe due to where the converter was mounted, or poor quality parts? I gave a good eyeballing to each capacitor, but they looked OK to me, no bulges or other telltale signs of failure, other than the mounting legs.
So, I took a piece of wire, cut it into 4 short chunks, and used those chunks to make homebrew legs for the 2 caps. I also covered the solder joints with hot-melt glue for extra protection.
I haven't tried the charger yet as I decided to move it's mounting location to somewhere a little easier to access. However, this now means that I have to extend the power cord and pendant cable. And no-one in this area sells 20Amp connectors or phone handset extensions. I have a trip to Nanaimo planned for this coming Thursday so will attempt to acquire the parts then.
