The delay is probably due to the controller trying to find the new max power point.
You lost perhaps 5A when 1.5 cells are covered. What about when 5, 10, 20 cells are covered?
You have 60 cells per panel. You have 2 panels. That makes a series array of 120 cells. So, when 1.5/120 = 1.3% of array is covered in shade, output current is reduced by 5A/34A = 14.7%.
